The article cites a few reasons for this, such as lack of alignment between measurement process and strategy, as well as a failure to tie learning efforts to business outcomes. It also cites a lack of technology tools to integrate and analyze data, indicating that 37% of organizations are doing measurement manually. It does conclude by saying 71% plan to increase their learning analytics capabilities over the next two years.
